Sir Tom further earned the respect and regard of the people of Preston for his citizenship and services to the local community as a magistrate and chairman of the local health authority. At the time of his appointment, rumour had it that the Secretary of State, Norman Fowler, asked Ken Clarke who should be the next Chair. Ken Clarke replied "there used to be a good right-winger in Preston called Tom Finney!"
